    BIRTHS AND DEATHS REGISTRATION.

    AN ACT TO REGULATE THE REGISTRATION OF BIRTHS 2 of 1929.

    [17th May 1929.1 [Commencement 1st April 1931.] 1. This Act may be cited as The Births and Short title.

    Deaths Registration Act.

  44. In this Act, unless the context otherwise Interpretation.

    requires'district' means any one of the districts into which the Colony is divided under this Act and includes a subdivision thereof;

    'house' includes a public institution;

    'occupier' includes the manager, keeper, matron, superintendent or other chief resident officer of every house, and where a house is let in separate apartments or lodgings, includes a person residing in such house who is the person under whom such separate apartments or lodgings are immediately held or his agent;

    'public institution' means gaol, prison, lock-up, hospital, lunatic asylum and any public or charitable institution prescribed by rules made under this Act;

    'register' includes the sheets or forms for the registry of births and deaths;

    'registrar' means the registrar of births and deaths of a district and includes a deputy registrar while so acting;

    'Registrar General' means the Registrar General of the Colony or the Assistant Registrar General;

    'relative' includes a relative by marriage;

    'Schedule' means a Schedule to this Act.

  45. The Registrar General shall be Registrar General of Births and Deaths for the Colony.

  46. -(1) The Governor may(a) by Order, divide the Colony into districts as may be deemed expedient and define the extent and limits of such districts;

    (b) where it may be necessary, appoint registrars of districts.

    (2) Until otherwise ordered by the Governor the Colony shall be deemed to be divided into the districts set out in the First Schedule.

    (3) All divisions of the Colony into districts, save as set out in the First Schedule, and all appointments and rules made under this Act shall be published in the Gazette.

    (4) Commissioners shall ex officio be registrars of the districts within their administration for which no other registrars are appointed.

  47. -(1) A registrar may, with the approval of the Governor, appoint a fit and proper person to act as his deputy in case of illness or temporary absence.

    (2) A registrar may, with the approval of the Governor, appoint assistant registrars for a district or parts thereof.

  48. -(1) The Registrar General shall cause to be provided a sufficient number of registers for entries of all births and deaths according to the forms A and B respectively in the Second Schedule and shall furnish to every registrar such registers as may be applied for by him.

    (2) The Registrar General shall also cause all necessary books and forms prescribed by this Act to be furnished to every registrar and assistant registrar as may be applied for by him.

  49. Every registrar shall inform himself carefully of every birth and death occurring in his district and shall forthwith enter the same in separate books to be kept for the purpose, together with all particulars relating to such birth or death as required by the respective forms in the Second Schedule and shall retain such books in his possession.

  50. Every assistant registrar shall(a) inform himself carefully of every birth and death occurring within the district or subdivision of the district for which he is appointed and shall forthwith enter the same, together with all the particulars relating to such birth or death as required in the forms A and B respectively in Part I of the Fourth Schedule;

    (b) at the end of every month, forward to the registrar the forms in paragraph (a) of this section mentioned or inform such registrar in writing that no birth or death has occurred, as the case may be;

    (c) forthwith inform the registrar that any person required to give information as to any birth' or death has made default.

  51. The registrar shall(a) upon receipt of the forms mentioned in section 8 of this Act transfer the particulars contained therein to the books to be kept by him in accordance with section 7 of this Act;

    (b) as solon as practicable after the last day of March, June, September and December of every year compile complete and separate registers of all births and deaths occurring in his district during each quarter ending as aforesaid chronologically and in accordance with the forms A and B respectively in the Second Schedule;

    (c) transmit such registers to the Registrar General at the earliest possible date after completion.

  52. The Registrar General shall, as soon as conveniently may be after the receipt by him of the registers for each quarter of a year, cause the same to be inserted in books to be provided for the purpose. Each book shall be endorsed 'Register of Births' or 'Register of Deaths' as the case may be, and with the year to which such register relates, and such books shall be kept as records in his office.

  53. It shall be the duty of the master or chief officer of every vessel belonging to this Colony forthwith to inform the registrar or assistant registrar of a district at which he shall arrive of any birth or death Duties of assistant registrars.

    which shall have occurred on his vessel at sea, together with such particulars thereof as may be known and every such birth or death shall be registered as having occurred in such district with a note to the effect that it took place at sea on the vessel arriving at such district.

    Registration of Births.

  54. In the case of every child born alive it shall be the duty of the father and mother of the child, and in default of the father and mother, of the occupier of the house in which to his knowledge the child is born, and of each person present at the birth, and of the person having charge of the child, within twenty-one days next after such birth, to give to the registrar or assistant registrar information of the particulars required to be registered concerning such birth.

  55. In case any living new-born child is found exposed or unattended, it shall be the duty of any person finding such child and of any person in whose charge such child may be placed within twenty-onedatys of the finding of such child to give notice thereof to the registrar or assistant registrar together with such information of the particulars required to be registered concerning the birth of such child as he possesses.

  56. In the case of the birth of an illegitimate child(a) no person shall as father of such child be required to give information under this Act concerning such birth;

    (b) the Registrar General or the registrar of a district may enter in his register the names of any person a& father of such child upon the joint request of the mother and of the person acknowledging himself to be the father. Such request shall...
